This Report of the Standing Committee on Coal and Steel deals with Action Taken by the Government on the Observations/Recommendations contained in the Eleventh Report (Fifteenth Lok Sabha) of the Standing Committee on Coal and Steel on the subject “Prevention of Illegal Coal Mining and Theft” of the Ministry of Coal which was presented to Lok Sabha and laid in Rajya Sabha on 24.02.2011 The Action Taken replies have been received from the Ministry of Coal in respect of all the 14 Observations/Recommendations contained in the Report on 27th February, 2012.

Standing Committee on Rural Development (2011-12) present this Thirty First Report (15th Lok Sabha) on "the Land Acquisition, Rehabilitation and Resettlement Bill, 2011‘ relating to the Ministry of Rural Development (Department of Land Resources). The Land Acquisition, Rehabilitation and Resettlement Bill, 2011 as introduced in Lok Sabha on 7th September, 2011 was referred by the Hon'ble Speaker, Lok Sabha under Rule 331 (E) (i) (b) of the Rules of Procedure and Conduct of Business in Lok Sabha on 13th September, 2011 to the Standing Committee for examination and report.

This Report of the Comptroller and Auditor General of India (C&AG) relates to matters arising from performance audit of selected programmes and activities and compliance audit of Government departments and autonomous bodies. Compliance audit refers to examination of the transactions relating to expenditure of the audited entities to ascertain whether the provisions of the Constitution of India, applicable laws, rules, regulations and various orders and instructions issued by the competent authorities are being complied with.

The Department of Rural Development & Panchayats, Government of Punjab has recently implemented waste water treatment systems, applying Waste Stabilization Ponds (WSP) technology in some of the villages in the districts of Ludhiana and Muktasar, in order to rejuvenate/renovate existing unused ponds. The state government desired to have techno-economic evaluation of the two such waste stabilization ponds already operating in Ludhiana districts. A team of experts from this Ministry visited the sites and submitted this report.

Rainfed areas currently constitute 55 per cent of the net sown area of the country and are home to two-thirds of livestock and 40 per cent of human population. Even after realizing the full irrigation potential, about 50 per cent of the cultivated area will remain rainfed. The business as usual approach of taking major interventions uniformly across all the regions of the country has not paid much dividend.

A solar photovoltaic (SPV) lantern (Solar lantern) is a lighting system consisting of a lamp, battery and electronics, all placed in a suitable housing, made of metal or plastic or fiber glass, and a photovoltaic (PV) module. Electricity generated by PV module charges the battery. The lantern is a portable lighting device suitable for either indoor or outdoor lighting, covering a full range of 360 degrees. A lighting device which does not have omni-directional lighting will not be classified as a solar lantern in the present context.

The National Food Security Bill (NFSB), tabled in the parliament on 22 December 2011, proposes to divide the households in India into three groups: Priority Households who are eligible to purchase 7 Kg per month of subsidized foodgrains per individual, General population entitled for 3Kg per month of subsidized foodgrains per individual, and General population not entitled for subsidized foodgrains. The proposed relative distributions of three groups in rural and urban areas are given This policy brief introduces the basic arguments given in favour of targeting.

These regulations may be called the Central Electricity Regulatory Commission (Terms and Conditions for Tariff determination from Renewable Energy Sources) Regulations, 2012.
