India is a Party to the United Nations Framework Convention on Climate Change (UNFCCC) and the Government of India attaches great importance to climate change issues. The Convention aims at stabilizing the greenhouse gas concentrations in the atmosphere at safer levels that would prevent dangerous anthropogenic interference with the climate system. Eradication of poverty, avoiding risks to food production, and sustainable development are three integrated principles deeply embedded in the Convention.

Expansion of Alumina Refinery from 1 MTPA to 6 MTPA and Captive power plant of 75 MW to 285 MW at Lanjigarh, District Kalahandi in Orissa by M/s Vedanta Aluminium Limited. Whereas, the Dalma Wildlife Sanctuary, Jamshedpur lies between Latitudes 22°46'30" and 22°57' N and Longitudes 86°3' 15" and 86°26'30" E in the East Singhbhum and Sariakela- Kharsawan districts of Jharkhand and extends over an area of 193.5077 square kilometers. And whereas, the Asian Elephant is the species of vital importance in Dalma Wildlife Sanctuary, besides, some of the most endangered species like Ratel, Wild Dog, Mouse Deer, Indian Giant Squirrel, Python, Pangolin, Serpent Eagle, etc., are also found in this Sanctuary.

The Ministry of Environment and Forests implements policies and programmes relating to conservation of the country's natural resources including lakes and rivers, biodiversity, forests and wildlife, ensuring the welfare of animals and prevention and abatement of pollution. The Ministry of Environment & Forests (MoEF) has been implementing a centrally sponsored scheme for CETPs since 1991. Ministry has been regularly receiving proposals for Environmental Clearance for high rise buildings from the States of Kerala, Maharashtra, Haryana etc. The relevant issues related to height of buildings, adequacy of fire fighting facilities and other requirements have been deliberated upon by the EAC for the related sector from time to time before giving its recommendations. to this Ministry. The Ministry also received various representations from the State Government of Kerala and from the builders/developers regarding the specific issue of height of the buildings.

Whereas, The total area of 326.26 square kilometer around Marine National Park and Marine Sanctuary has been identified as eco-sensitive zone, of which 208.58 square kilometer is the area towards landward side, 105.14 square kilometer towards sea and 12.53 square kilometer is the area covered by rivers. The Marine Sanctuary covers an area of 457.92 square kilometer and an area of 162.89 square kilometer as Marine National Park was notified in 1982.
