This report is the final sustainable development framework for the mining sector for the Ministry of Mines and the last deliverable of Phase I under the contract signed between the Ministry and ERM India Private Limited (ERM). This report has been prepared incorporating various comments from the Ministry of Mines, members of the working group and other stakeholders who have provided feedback on the earlier draft versions of the sustainable development framework report.

India has initiated several progressive policy measures, putting itself in a good starting position to undertake the transformation of the mining sector. Unlocking the potential of the mining sector in India could add around USD 210 billion to USD 250 billion (` 945 to 1,125 thousand crore or 6 to 7 per cent) to the GDP and create 13 to 15 million jobs through direct and indirect contribution by 2025.

Justice MB Shah Commission of Enquiry on illegal mining of iron and manganese ores has in this first interim report suggested a ban on exports of iron and manganese ores to conserve the mineral for posterity.

This bill approved by the union cabinet provides for mining companies to keep aside 26 per cent of their net profits for a mineral development fund to be used for the development and rehabilitation of project affected people in tribal areas.

 

This report by the Ministry of Mines presents the draft Sustainable Development Framework (SDF) for the mining sector in India in light of the recommendations of the Anwarul Hoda Committee, a High Level Committee set up by the Planning Commission in 2005. The draft SDF prepared by ERM India Pvt. Ltd. for the Ministry of Mines was released recently for seeking public comments before its formal adoption.

This report titled Goals and Status Report for Mineral Sector for twelfth Plan prepared by Department of Mines, which reviews the performance of the Indian mineral sector during 2007 to 2012, and outlined priority areas for projects to be implemented during 2012 to 2017.

This Act may be called the Mines and Minerals (Development and
Regulation) Act, 2010. It extends to the whole of India.
