Tamil Nadu is now a leader in renewable energy, with one of the largest regional installation of wind farms. The state has excellent solar energy potential. It is also blessed with abundant biomass resources.

Being one of the most industrialised states in the country, and known for its excellence in technology, research and academia, the state has the potential to become a global leader in renewable energy.

Major energy savings in the steel re-rolling sector and in the small tea processing enterprise, initiated by the UNDP, has seen a substantive increase in energy efficiency in these industries.

UNDP, India, country director Caitlin Wiesen, told this newspaper, “Intervention in the steel re-rolling industry has seen efficiency levels go up between 30-40 per cent.”

Amid growing regulatory and administrative uncertainties the biomass-based power producers have sought the intervention of Forum of Regulators (FoR) for early resolution of issues relating to open access, cross subsidy, CDM sharing, penalty clause imposed by certain distribution companies for maintaining plant load factor and the tariff structure.

Biofuels produced from various lignocellulosic biomass such as agro forest residues have been recognized to have potential, to be available substitute for or compliment to gasolines. These biofuels derived from plant materials have the potential to address the two main issues - carbon neutral and renewable. In addition they are an integral part of the emerging 'bio-economy' where plant material is used to produce specific chemicals and bulk industrial products.

Globally, 1.4 billion people lack access to electricity and an estimated 2.7 billion rely on traditional biomass – wood, charcoal, animal waste and agricultural residues – for cooking and space heating. Roughly one third of this population lives in rural India. Over the past two decades, considerable efforts have been made to introduce improved cookstoves and/or cleaner cooking fuels in India, but as in other countries, these interventions have largely failed to bring about a large-scale transition towards cleaner, more “modern” cooking technologies.

These regulations may be called the Central Electricity Regulatory Commission (Terms and Conditions for Tariff determination from Renewable Energy Sources) Regulations, 2012.
