The Clean Development Mechanism (CDM) is introduced by US government as flexibility mechanisms under Kyoto Protocol and allows developed countries to meet their emission reduction commitments by promoting clean development in developing countries. As a policy mandate, it aims to design project-based mechanisms to reduce emissions. These reductions are produced and then subtracted against a hypothetical baseline of emissions which are predicted to occur in the absence of a particular CDM project.

The UNFCCC Secretariat has released India’s submission containing its views on certain aspects of the eligibility of carbon dioxide capture and storage (CCS) in geological formations as Clean Development Mechanism (CDM) project activities.

This report highlights a problem currently being experienced by new Euro IV and V heavy-duty trucks and buses: Despite meeting more stringent regulatory standards for exhaust emissions during type approval, many vehicles equipped with selective catalytic reduction (SCR) systems have significantly elevated emissions of nitrogen oxides (NOx) during in-use driving, particularly when operating in urban traffic. “Given India's tight domestic coal supply and increasing reliance on imported coal, hydro capacity provides the country with greater energy security...,” HSBC Global Research, part of banking giant HSBC, said in a recent report on the Indian hydro power sector.

The report is an effort to inform project developers and policy-makers about the main lessons learned by the BioCarbon Fund while accompanying the development of more than 20 A/R CDM forest projects in 16 countries since it started operations in 2004. It sheds light on opportunities the CDM offers to the forestry sector and also on the challenges encountered by project developers when complying with the regulatory requirements.

Maosheng Duan of China was on Monday named chairman of the executive board for the Clean Development Mechanism, becoming the first person from the world's top polluter to oversee the UN-backed carbon market for developing nations.

Duan succeeds Britain's Martin Hession, who will now serve as vice-chair of the CDM executive board, said the United Nations Framework Convention on Climate Change (UNFCCC) in a statement from Bonn. Both positions run through early next year.

Successful deployment of carbon capture and storage (CCS) is critically dependent on comprehensive policy support. While policy plays an important role in the deployment of many low-carbon technologies, it is especially crucial for CCS. This is because, in contrast to renewable energy or applications of energy efficiency, CCS generates no revenue, nor other market benefits, so long as there is no price on CO2 emissions. It is both costly to install and, once in place, has increased operating costs.
