In short, India stands to gain much more by implementing lower sulphur fuels in tandem with other vehicular emission control measures. In particular, these benefits will stem from adopting a “one country, one fuel, one regulation” policy and reducing fuel sulphur levels to be on par with international best practices. These steps by themselves will have positive impacts on air quality in India, particularly in its most polluted cities. They will also open the door for other emission control technologies and policies to be adopted to further improve air quality and public health.

Tough new limits on the maximum sulphur content of shipping fuels will come into effect in Europe at the end of the decade, after EU governments agreed on draft legislation on Wednesday.

Air pollution from marine fuels with a high sulphur content is estimated to cause 50,000 premature deaths a year in Europe, the European Parliament has said.

"This is excellent news for our health and the environment, especially in ports and coastal areas," EU Environment Commissioner Janez Potocnik said in a statement.

After a decade of promise, advanced biofuels makers are entering a crucial make-or-break period with the first of a new generation of production facilities about to come on line.

The new facilities are designed to take biofuels beyond corn-based ethanol and begin to shift the industry to "advanced" fuels made with a lower carbon footprint derived from products that will not compete with demand for food.

Senior European Union officials failed on Wednesday to agree on how to measure the full climate impact of biofuels, prolonging uncertainty in a debate that threatens to wipe out large parts of Europe's biodiesel industry.

The talks followed warnings from scientists that using biodiesel made from European rapeseed and imported palm oil and soybeans does nothing to prevent climate change and could actually accelerate it.

There are currently around 90 cities that India's Central Pollution Control Board (CPCB) identified as critically polluted. Particulate matter (PM), especially fine particulate matter (PM2.5), dominates the concern. Other air pollutants such as NO2, ozone (O3), and air toxics are also problematic. The health problems caused by these pollutants are affecting not only large cities, but also many smaller, rapidly expanding cities across India.

Proposed EU law requiring fuel suppliers to report the carbon intensity of their product, and which also rank oil from tar sands as particularly polluting, would only cost vehicle drivers around one euro cent per oil barrel, a report said on Thursday.

EU member countries are already required to report extensive fuel data, meaning the proposed laws would not require much extra effort, the report by consultancies CE Delft, Carbon Matters and Energy Research Centre of the Netherlands found.

Canada heaves sigh of relief. The European Union’s plan to rank oil extracted from tar sands as highly polluting hit a roadblock as its fuel quality directive committee (a group of experts) could not reach a unanimous decision in the voting held on February 23. The oil extracted from tar sands, like those found in the Canadian province of Alberta, was to be given a default value of 107 grams of CO2 equivalent per megajoule (MJ).

A controversial EU plan to label oil originating from oil sands deposits, like those found in the Canadian province of Alberta, as “highly polluting” has been temporarily put on hold, after an EU committee failed to make a definite decision on the matter.
