In a rare initiative, a farmer of Haryana, Ramehar Singh of Silani village in Jhajjar district, has installed a 50-KW capacity poultry litter-based biogas power plant at his poultry farm using poultry waste as feed material.

Showing the way to other farmers by his enterprise by running his 65 KVA (50-KW) biogas plant for 14 hours a day for the last three months, this self-reliant farmer now saves about `1 lakh per month. Confident of meeting his power needs, he has got his state electricity board connection disconnected.

Operating two 660-MW units at the newly commissioned China Light and Power Plant (CLPP) at Jhajjar has almost become impossible for Haryana Power Generation Corporation Limited (HPGCL) as Coal India Limited (CIL) has refused to supply coal to plants commissioned after December 31, 2011.

Well-placed sources said CIL had reportedly refused to sign coal agreements with units commissioned after December 31, 2011. Though the first unit was synchronised on January 11 this year, the second was synchronised in the last week of March.

There are two aspects of the widening gap between demand of coal for power plants and its supply. The first is the sharp increase in project commissioning in the past three years of the current Plan period. The second is the near stagnant coal production. “With the power sector growing at 8 per cent, and coal output at less than 3 per cent, a blackout was simply inevitable,” an executive with a private power firm, whose three projects are badly affected due to want of fuel, said.
