NAIROBI: The auto rickshaw may be losing its way in the transport debate in India, but the ubiquitous three-wheeler is being discussed in global forums as a possible option for sustainable transport. While autos lose out to cars in the Indian consciousness, but when it comes to sustainable urbanisation and transport, they are being touted as a vital last-mile link of giant mass transportation system, something that needs to be encouraged.

This paper provides a comparative overview of urban transport in the world’s two most populous countries: China and India. Cities in both countries are suffering from severe and worsening transport problems: air pollution, noise, traffic injuries and fatalities,
congestion, parking shortages, energy use, and a lack of mobility for the poor.

The popular three-wheeled vehicles known as auto rickshaws are common in Asian cities where due to their older two stroke engines they have been significant contributors to the current air quality issues that plague the urban areas. Recent changes to four-stroke engines as well as those powered by diesel, compressed natural gas (CNG) or liquefied petroleum gas (LPG) reduce the pollution and greenhouse gas emissions. However, because of the large number of vehicles emission of such vehicles is still an important issue.

This paper examines the role the auto-rickshaw sector can play in promoting sustainable urban transport in India. It develops a policy vision for this sector and presents recommendations on reforms to address sustainability challenges.
