THE Mexican government is outraged by us authorities' attempts to dump nuclear and toxic wastes in the predominantly Hispanic Texan town of Sierra Blanca. It has accused the us government of violating the 1883 La Paz agree- ment under which they had agreed tavoid activities damaging to the envi-onment or the health of local communities within 96 knis of the border. Mexico fears that the water sources of both countries will be contaminated, and the impact of earthquakes could be devastating.

Bill Addington, a tbird-generation resident and the leading opponent of the dump, points out that the world's largest sewage-sludge dump being situated in the town clearly shows what the us really feels about its Mexican American citizens.
