Barriers for implementation of the Philippine national solid waste management framework in cities

Although it is more than decade since the passing of the Ecological Solid Waste Management Act of 2000 (RA 9003) in the Philippines, creating policy direction towards the establishment of a sustainable solid waste management system, its implementation is still very limited at the local government unit (LGUs) level. This policy brief therefore discusses key challenges for the effective implementation of the national policy, reviewing three case study cities and providing recommendations for both national and local governments on how to establish supportive policy measures to expedite future policy implementation.
