Major power producers in the private and public sector, including Tata Power, NTPC, Torrent Power and Mahagenco, have opposed the proposal floated by the Association of Power Producers (APP) to pool domestic gas with RLNG (regasified liquefied natural gas). They have opposed the move on the ground that this would lead to higher tariffs.

In its submission to the Central Electricity Authority (CEA) on the gas pooling issue, Tata Power said that its Trombay power station was allocated 1.5 million metric standard cubic metres per day (mmscmd) when ONGC flaring first started.

The National Solar Mission, which aims to install 20,000 MW capacity of solar energy by 2020, has commissioned 89% of its allotted capacity in its first stage, government officials said. The government had signed power purchase agreements (PPA) with 28 solar power developers for 140-MW solar photo voltaic (PV) projects in January 2011, out of which 125-MW of capacity stands commissioned currently.

New Delhi State-owned Coal India (CIL) has so far entered into fuel supply pacts with five power firms for minimum assured supply of coal as per a government directive.

“So far five firms have signed fuel supply agreements with CIL, including Lanco Anpara Power and Bajaj Hindustan,” a source in the know of the development said.

The government is considering reducing the tenure of power purchase agreements (PPAs) for future gas-based projects by 10 years and reviewing the deals every five years on basis of fuel availability, officials said. The move, if implemented, will benefit 9,000-mw plants of companies like Reliance Power, Lanco Infratech and GMR Energy, when they sign power purchase agreements after gas supply is available. They will be able to review their power supply agreements every five years according to the gas supply and their commitment will be for a less number of years.
